How can designing a community center impact and develop the deaf community?

How can designing for the deaf community change/eliminate the social problem being faced?

How does the concept of interior design have a possible impact to deaf community?

Can designing a community center eliminate/change the behavior of those who have hearing?

By teaching and developing the social and neurological skills of the deaf community can the hearing community join in and discard of the social problems that currently exist?

By designing a community centre that focuses on the deaf community. Can teaching them the social skills needed, prevent the social problems being faced?
